Universal City mortgages at a glance
Universal City calls itself the “Gateway to Randolph AFB,” and the city’s own planning documents describe it as bordered by Schertz to the north, Converse to the south, Live Oak to the west and the gates of Randolph to the east. Established in 1960, it’s a landlocked, mostly built-out city, so the housing is largely established neighborhoods rather than new subdivisions.
For buyers, two details stand out. First, it’s a military town in the practical sense: many purchases are tied to PCS orders, and many homes become rentals when owners move on. Second, Universal City sits on two county rolls and two school districts. The Texas Comptroller lists the City of Universal City in both its Bexar and Guadalupe directories, and the city says it’s served by both Judson ISD and Schertz-Cibolo-Universal City ISD. Which county and which district apply depends on the parcel.
- Two counties. City of Universal City appears in the Comptroller’s Bexar and Guadalupe directories; parts of the city are on each county’s roll.
- Two school districts. Judson ISD and SCUC ISD both serve the city, per the City of Universal City.
- Population. 18,530 in 2010, 19,720 in 2020 and an estimated 20,399 in 2025 (Census Bureau).
- Many renters. An owner-occupied rate of 57.5% (ACS 2020–2024), reflecting a strong rental market near the base.
- Veterans. 2,287 veterans live in the city (ACS 2020–2024).

Bexar or Guadalupe: checking the tax roll
Because Universal City is on two county rolls, the first step on any purchase is looking up the parcel. The appraisal record tells you:
- Which appraisal district values the home: the Bexar Appraisal District or the Guadalupe Appraisal District.
- Which county rate applies.
- Which school district the parcel is in, Judson ISD or SCUC ISD, which matters for both taxes and campus assignment.
- Any special districts on the parcel.
Check which county’s appraisal roll your address is on, because the combined rate, the protest process and the exemption filing all follow the appraisal district. Your lender will use the actual tax figures in your escrow estimate, so we pull them before you write an offer.
Buying on PCS orders
A lot of Universal City purchases begin with a set of orders to Randolph. A few things make the process smoother.
Buy before you arrive. Many lenders will approve a VA or conventional purchase before you report, if your orders show the new duty station and the timing works for occupancy. Your orders become part of the file.
Occupancy timing. VA loans require you to intend to live in the home as your primary residence, generally within a reasonable time after closing. If you’ll be deployed or arriving later, tell us early; VA has provisions for some of those situations, including a spouse occupying the home.
Remote closings. Ask about remote or power-of-attorney signing. Not every lender or title company handles them the same way, and a VA-specific POA may be required.
Plan the exit. Before you buy, think about what happens at your next PCS: sell, rent, or keep and buy again. That choice can change which home and which loan make sense today.

Keeping your Universal City home as a rental
With more than four in ten occupied homes rented rather than owned (ACS 2020–2024), Universal City has a deep rental market, and many owners convert their home to a rental when they leave.
Occupancy first. Live in the home as your loan requires before converting it. Your note and security instrument spell out the occupancy terms.
Entitlement after renting. If you keep a VA loan open on a rental, some of your VA entitlement stays tied up. You may still have enough remaining entitlement for another VA purchase; the math depends on the loan amounts. We can calculate it.
Rent as income. A signed lease, and sometimes a landlord history, can let a lender count part of the rent when you buy your next home.
Insurance and taxes change. You’ll need a landlord insurance policy, and once it’s no longer your homestead, the homestead exemption ends for future tax years.
Buying a rental here. Investors can use a DSCR loan, which qualifies the property on its rent instead of personal income.
Buying in a built-out city
Universal City’s own planning documents describe it as landlocked, which shapes what’s for sale. Instead of model homes and builder incentives, buyers mostly see resale homes in established neighborhoods, many of them a few decades old. That has upsides: mature trees, settled streets. It also means a few predictable financing questions.
Condition and the appraisal. Older roofs, original HVAC systems, aging water heaters and older electrical panels are common inspection items. A VA or FHA appraiser will flag anything that affects safety, soundness or security, and the seller may need to fix it before closing. Building that possibility into your offer saves stress later.
Updated vs. original. Homes that have been renovated may sell for more than nearby originals, and appraisers will look for comparable updated sales. If you’re paying for updates, ask your agent for recent sales of similar updated homes.
Insurance. Insurers price older roofs carefully. Get a homeowners insurance quote early in your option period so the premium in your payment estimate is real.
Improvements after closing. If you plan to update the home, a later cash-out refinance or HELOC can fund the work once you’ve built some equity.
Loan programs that fit Universal City
Non-QM loans
- DSCR loans for rentals near Randolph, qualified on rent. See also DSCR 5–8 unit loans for small multifamily.
- Bank statement loans for self-employed buyers, including military spouses running businesses.
- Foreign national loans for buyers living abroad, depending on the lender.
- Asset depletion for retirees, including military retirees with savings.
Terms vary by lender. See all non-QM options.
Agency: conventional, FHA, VA
- VA loans are the first program most Universal City buyers ask about. Eligible borrowers can often buy with no down payment; veterans receiving VA disability compensation are generally exempt from the funding fee.
- FHA loans suit buyers with smaller down payments or building credit, including civilian base employees.
- Conventional loans for buyers with documented income; also an option for military buyers who want to preserve VA entitlement.
Property taxes and your payment
Who values your home. The Bexar Appraisal District for Bexar-side parcels, the Guadalupe Appraisal District for Guadalupe-side parcels.
What’s on the bill. The county, the City of Universal City, Judson ISD or SCUC ISD, and other units on the parcel.
Homestead and veterans’ exemptions. File the homestead exemption once it’s your principal residence (Tax Code §11.13). Disabled veterans may qualify for additional exemptions under §11.22 and, for 100% disabled or unemployable ratings, §11.131. Ask your appraisal district.
The yearly cap and your right to protest. On a homestead, §23.23 holds appraised-value growth to 10% a year plus improvements; §41.44 sets the deadline to file a protest with your appraisal district.
How buying in Universal City works
- Pre-approval. Pull your COE and, if relevant, your orders.
- Check the parcel. County, school district and special districts.
- Offer. Option period and financing contingency; ask about seller-paid costs within program limits.
- VA or conventional appraisal. VA appraisals check minimum property requirements; older homes may need minor repairs.
- Close. Remote or in-person signing, then file your exemptions.

Universal City mortgage FAQs
Is Universal City in Bexar or Guadalupe County?
Both. The Texas Comptroller lists the City of Universal City in its Bexar and Guadalupe county directories. Your parcel’s appraisal record shows which county and appraisal district apply to a specific home.
Can I buy before PCS orders with a VA loan?
You generally need to intend to occupy the home as your primary residence. Lenders often approve a purchase once you have orders to the area; buying before orders is harder to document. Tell us your timeline and we’ll check what lenders will accept.
Which school district is my Universal City home in?
Universal City is served by Judson ISD and Schertz-Cibolo-Universal City ISD. The appraisal record shows the district for a parcel; confirm campus assignment with the district.
What happens to my home if I PCS — can I rent it out?
Many owners do, after meeting their loan’s occupancy terms. If the home has a VA loan, part of your entitlement stays tied to it while it’s open. You’ll need landlord insurance, and the homestead exemption ends once it’s no longer your residence.
Can I use a DSCR loan for a rental here?
Yes. A DSCR loan qualifies an investment property on its rent instead of your personal income. Ratio, down payment and reserve requirements vary by lender.
Can I use a VA loan more than once?
Yes. VA entitlement can be restored after you sell and pay off a VA loan, and in some cases you can have more than one VA loan at a time if you have remaining entitlement. We’ll calculate what you have available.
